When you create a new submittal, there is a notes field at the bottom. When you save the Submittal, these notes don't show anywhere. The only way you can review them is if you have Edit abilities and click on the pencil edit icon as if you're going to edit the Submittal. This is by design and confirmed by Team tech support.
If a Note is entered on a Submittal, which is a field that integrates back in to Vista, we need to be able to see it on the Submittal without having to edit it.

Suggestion:
Instead of having the internal note add it to the assigned to the assigned list,
Add a column to the activity log that links with the internal notes. This column would only be visible to those with Edit abilities. When and internal note is placed in the submittal, these notes would be visible to someone with Edit Permission just like Comments and History are Visible.
This would allow for a team to note things just as last contact or comments internally for each submittal without publishing it to assigned parties or architects. This would also be useful in the RFI log and to Issues.
