Currently the only way to view the cover sheet of a submittal is to click the three little dots, select print, and then include cover sheet. It would be nice if the cover page automatically attached to the attachemnt you add to the submittal.

I'm not sure about automatically attaching, but I would absolutely add my vote for the ability to 'add cover page to attachment' so that, if you want a cover page to be part of a specific attachment, you can select that option rather than printing. Current workflow is to load an attachment (hopefully done by the trade), then print with cover page, save that file (ensure same file name as original) and then upload the attachment to make a new version of the attachment including the cover. If you could bypass the print/save/upload and just go straight to V2 of the file with the cover page included - wonderful!
