Addition of package release and delivery tracking would be beneficial. Tracking stops once submittals are approved. The system continues and becomes more difficult to track once items have been released, especially if (1) packages contains multiple items from different manufacturers.

Agreed - once the submittals are approved, tracking doesn't stop. We need a full procurement log where we can break the submittals out into pieces (by floor, by building, etc.) to track expected and actual deliveries.
