We would like to use drawings in Team to track our changes, but other people within the project do not need to see our notes. We can save markups as public, but not as private.

YES!!! This would be a game changer. I have received many requests from our field crews on this. Being able to mark changes and create record drawings on a private layer would be great. Especially if they can be viewed and added to by others with the permissions to that layer. We have Superintendents and Foreman who would like to markup on the same layer while also not mucking up the current drawing set.
