Open dialog box when marking Responded RFI as Answered

Currently there's no option to send a message with an RFI that is marked as answered. Only when it is in a Sent state which isn't entirely helpful for the process we'd like to follow. (and it has worked this way randomly for some reason)

Our process is:

1. We send an RFI to the A/E.

2. A/E responds.

3. We review and determine whether their answer is sufficient. If not we will respond requesting further clarification.

4. When it's decided it's complete, we will mark it as answered. At this point we would distribute it to Subs and those deemed affected by this RFI, add some language around requesting cost and schedule impacts.

We suggest that the Marked as Answered message/dialog box open when an RFI is in the Responded State as well as Sent.
