How do I assign a safety form to a subcontractor without it being filled out? I will open the form, assign the form to an email, but I cannot submit that request unless the form is filled out. Would you please fix this? It is not my responsibility to fill out forms that are specifically assigned to others.

I have the same issue. If a field or questions is marked "required" it will not allow you to save it without entering info. It seems that it does not know that the "required" applies to the person the form is assigned to. Nobody else is having this issue?
