Allow use of Engineer instead of Architect on Submittal sheet Cover Merged

We do not deal with Architects but instead deal with Engineers or directly with the Owner. The cover sheet for the printed submittal lists a place for the Architect only. Allow the use customized titles for the approver.

    I'm going to merge this one with our "custom cover sheets" suggestion - we're working on it and it will allow setting a different cover sheet on each project if needed so should provide a solution here.

    This would be good to change at the Project level Properties. Our company deals with both.
