Previously when clicking on the download icon on the Submittal or RFI page it would download the attached file. Now when clicking on the download icon instead of keeping the current page open and downloading it redirects to the preview page. The file can already be previewed by clicking on the file name under attachments. Recommend reverting back to the original setup where the download icon downloads the file (vice redirecting to preview).

I have this same issue and the workaround below disables previews completely so that we can no longer preview any pdfs ie this setting makes clicking on Preview a download. We need both Preview and Download options as we've always had.
I am on the current version of Chrome and there is no issue in the Documents module ie I click on a pdf and it previews and if I click the download icon, it downloads it. However, on an RFI and Submittal, the download icon no longer functions as a download anymore. I do not think this is a Chrome issue as the behaviour would be the same in Documents.

This is likely caused by a recent change in Chrome version 65 that tries to render anything downloaded automatically in the browser. This was not an intended change on our part. We're working on a fix that will force this back to download when you actively click the Download icon.
In the meantime, you can change a Chrome setting that will revert this back for PDFs specifically. Other document types, like images, are still affected until a fix can be crafted and released.
1. Click on Chrome menu, select Settings
2. Scroll down and click on Advanced
3. Under Privacy & Security, click on Content Settings,
4. Scroll down and click on PDF Documents then turn the option ON to download rather than view.
