Sometimes a architect will review a submittal and mark it as Approved as Noted - but will require the changed submittal to be resubmitted for record. Right now, we have to rejected the submittal, even thought it's not rejected, so we can create a revision to track the "for record" version. We'd like to be able to mark it approved, but then create a revision that is a "For Record" revision.

Similarly if the consultant marks it as reviewed, but by their comments request some revisions and re-submission, then as the GC we can't create a revision without manually changing the state to rejected then creating a revision. Very cumbersome, and I think does go back to a consultant not wanting to use the rather harsh label of rejected when the submittal is decent but just needs some updates.
