Currently, as stated under RFI Process, "Any contact on the project, including external partners, can create an RFI and send it to any other contact on the project". The project editor should have the option to restrict the ability for any contact on the project (i.e. the project collaborators) from sending an RFI to any other contact. For instance, the project editor should be able to default ALL RFIs to automatically go through the Project Manager for review prior to forwarding said RFI to the Engineer of Record (EOR) or the Architect. A good example is the Electrician is a collaborator and currently she/he can create and send an RFI directly to the Architect without the Project Manager ever having a chance to review it. By implementing this into the procedure, the chain of custody for an RFI can be controlled. Currently a Subcontractor working for a General Contractor (GC) can submit a RFI that may not necessarily need to be answered by the EOR or Architect because it has already been discussed and the GC can provide the direction to the sub.

Bobby is correct here - if you go to Project Settings > RFIs you can set a default type for collaborators and a default recipient for that type - see attached screenshot. With these two things set collaborators cannot send RFIs to any other contacts.
If I am understanding your comments it would seem this is already in place. Here at LCI we have two types of RFI's - INT-RFI which we select to go to PM by default setting in Project Setup, and RFI which is typically setup to go to A/E which only Project Editor (PM) can issue per the Project defaul settings.
