Teams does not allow adding a contact (to an RFI) if they have not been invited to a project (they do appear on the main project contact list) and allocated a role. If yo add them and press save it just spins. A pop-up telling you the issue would be great. This would save a lot of time for those new to Teams and unfamiliar with what the issue is.
