The "Notify Recipients" checkbox on the submittal send forms is awesome because it allows you to make a minor edit without sending a notification to everyone. I would like to see it added to the Change States Send form as well. In fact, I think it should be defaulted to off (unchecked) on the Change States form because when you use that you are typically revising something outside the normal process and you don't want to notify everyone.

Agree with Stefan. Perhaps 'Notify Recipients' should default unchecked in Change States for sure.

We really need this as well. We change states sometimes just to get the Forward Option on a closed RFI/Issues. Please add this option to all forms (Submittals, RFIs, Issues).
