I have had instances where a subcontractor has submitted a submittal attachment, but forgets to hit the 'Blue' Submit button. I have also had an Architect attach a rejected submittal but forgot to hit the Blue Rejected button. Therefore, I do not get the e-mail notification that something is there.
Is there a way for VP Team to notify them that they've not completed the process after they had attached something? I see that Outlook 2010 does so if you mention an attachment in an e-mail, but don't actually attach it. Or, is there a way for me to be notified (as an Admin person) whenever an attachment is added regardless of what they click afterwards? The first option would be ideal, but the second one would be tolerable.

I have seen this also. I notice just out of chance that an attachment has been added but the contractor has not approved it. Does this mean they have more to add or do they think they have fully submitted?
I'd like to see some notification or trigger when an attachment is made, but the status has not changed in a time frame (is 24 hours reasonable?).
This happens a lot when introducing the program to new contractors.
