Currently only project editors are the only people allowed to upload submittals. However this means you would be granting full project to control if you wanted your subcontractors to have the ability to submit directly to the project site.
As it stands now I currently am the Issuer, Reviewer, Submitter. This process either needs to allow for subs to upload with limited project editing permissions or streamlined so that it is only a Reviewer/Approver process.

We need our subcontractors to be able to initiate the submittal. We cannot move forward with submittals until this feature is active.

Your submitter and others copied should be able to upload sbmtls and make comments and submitter send to reviewer. Perhaps I am misunderstanding your issue?
