It would be helpful to see at a glance when attachments were last updated.
Each attachment on the Submittal page should have the date and time uploaded similar to the date and time shown on the comments section. This would cause less confusion when searching for the most recently reviewed version of the submittal. This would also avoid any legal issues if subs are working off the wrong document, as it is counter-intuitive that the most recent document is on the bottom of the attachments list.

Even better would have the attachments associated with a particular comment so it is very clear what file is being referenced in a comment. This is how other softwares are formatted.
