RFIs need to be setup like a conversation. The PM/Editor poses the initial question, and there may be some back and forth before an answer is finalized an agreed upon. At this point the PM/Editor should be able to select which parts of the conversation should be listed as the official response.
As it works currently, the first communication from the design team is the response which is not at all useful if that first communication is a question.
