Simplify Submittal module for in house and owner direct usage

The submittal module is too cumbersome. In most cases our submittals are sent via email, are owner direct, or directly to an Architect. We want to be able to upload submittals for tracking purposes, not for distribution. Being able to upload a file, make a few notes, mark date sent, date approved, add any comments, is all we need. The current setup requires too much time, and doesn't necessary make sense depending upon the type of contractor or design professional you are. Submittals should also be able to be tracked and uploaded for our team, without having to provide specific contacts. This is effecting our entire team, and essentially no one is able to use it. We'd like to.
