Submittals can be issued by mistake to the wrong person and it would be good to be able to “reassign” it without the need to have it go through a rejection and revision cycle.

cant you just edit the submittal or just change the state back to draft?

I think it really just comes down to how hard is it to fix a mistake; in a perfect world no one makes mistakes. Since Construction is such a “seat of the pants” business, mistakes happen more than they should.
Sorry for the long answer; my guess is less than 10% of the time.
