In our testing if an Issue was assigned to a user and then Marked Complete, it still shows up in the short Items Assigned to Me list on the user's dashboard.
It's our understanding this list should be a list of items with next actions required, thus, if an Issue is marked complete, and no further action is required, it should fall off this list.

I think this was a bug. It's working as I expect it to now. (Although the change states options are the same as the RFI states, not Issue states. . .)
We don't necessarily "Assign" issues to a person, we use it to track things we need to disseminate for information where there may be cost or schedule impacts.This may be an ASI or Bulletin or change directive from the architect that we wouldn't assign to a single person but instead cc a number of people (insert plug for distro lists).
BUT if i was to assign it to some one person, having them mark it complete and then allowing the PM to decide if it was truly complete and the mark it closed, makes total sense.
With Issues, "Completed" is actually a different state than "Closed". If the Assigned To person on an Issue is a Collaborator-type role, they won't be able to "Mark Complete & Close" - only "Mark Complete", which assigns the issue back to the Responsible Party to review.
The idea is a subcontractor would be assigned an issue to fix, then their fix should be reviewed by the GC before the Issue is closed out. Do you think there's a different word than "Complete" that makes more sense here?
