By default, submittals are sorted from highest # to lowest #. For example: I have imported 200 submittal entries from 064000-01-0 to 260000-01-0 and every time I return to the main submittal page, the highest (last) submittal is first, not the lowest # (064000-01-0).

You can also then save that view as your default view, so you don't have to select it each time. Even save it as public to share with the rest of your project team.
You can easily create a saved view that sets the sort order and make that the default view. This help link should help. Click on the Submittal number column to establish the sort order, then click the save icon (floppy disc), then give it a name and check "Set view as default".
