A Submittal requirement is going to be having a “stamp page” cover sheet. It is a kind of transmittal. Stamps on individual documents are not sufficient. Attached is a sample I found. Maybe this could be just another attachment when the submittal is released to the submitter? Most is boilerplate but Project description, job #, Submittal # is unique to each submittal so we almost need a Word template that mail merges that data and simply adds this as an attachment when the draft is sent to the submitter.

For the interim we print the sbmtl page and then add stamp and logo to it from created PDF stamp from the Vista report. We simply noted "see above" for spec, sbmtl #, etc... as that info is already on sbmtl page that was printed. We insert this coversheet then to the sbmtl attachment. Gives you a place for added comments as well. This gives the A/E a place to stamp and add comments if needed.

Demo with $400M GC, stamp page is required which includes the collated Submittal documents to that point, i.e. the stamp page is in essence a cover page to a collated submittal saying that all documents in the stamped PDF are reviewed and stamped.
