Clicking "History" is not as intuitive or expedient as having the comments easily visible upon launch. Important information may be missed.

We recently changed things so when someone makes a comment when changing the state of an issue (assigning, etc) it writes to the Comments instead of the History, hopefully making that message more apparent. Is that what you were hoping for here?
This also applies to all other items in Team with a workflow (RFIs, Submittals)
