To be able to notify that a new revision to a drawing has been uploaded. Could this be made to operate much like Submittal, RFI, Issue change email notifications?

We shipped this one in R12 (Dec 17th) - now every time you publish a drawing set you have an option to notify any/all users and distribution groups. You can also set a default in project settings under "Drawings" so your preferred people get notified automatically and you don't have to think about it each time.
