I was shocked to find out that this is what's happening and is by design (confirmed by support). If a Submittal is overdue, only those that have not responded should get the reminder notification and not the CC users. The CC users are designed to get updates on what's happening with the STATE of the Submittal. They also should not get the upcoming due reminders, overdue for the Submitters (haven't tested that one yet).

As far as I know, CC users never got overdue notifications but when I started receiving them, I was told by support this was by design, so I'm not sure what it's supposed to do. Notifications are for state changes and REMINDER notifications should only go to the Assigned or Ball in Court person.

Weird....I'm CC'd on all my submittals and I don't get any overdue or coming due notifications. I only get the state changes....but there have been a lot of issues lately with things that once worked that are now not working.

I am experiencing this myself. There is no distribution lits for submittals so i am forced to CC all people affected by a submittal, or people within the office who want to know when something is submitted (ex. PM, APM, PE and now they are all getting upcoming or past due emails
