This is useful because certain drawing sets which are not ready to be released for construction should NOT be visible to certain field based employees.
Having one drawing area with all sets is great for a single source of information, however it needs to provide the ability to hide certain sets from certain roles.
With the introduction of “Restrict by Role” in Issues Types etc (See screenshot). A similar option in Drawings Settings to Restrict Drawing Set by Role, would allow teams to hide away drawings from the field which are not yet ready to be shared.

So far Team Drawings' primary focus has been on drawings that are at and Issued For Construction state and later - this and a number of other suggestions are great feedback as we start to target more of the design/pre-construction phases for drawings.
