One of the nicest features in several PDF viewers when viewing large drawings is that the mouse scroll wheel can be used to zoom (as opposed to pan) - this lets you easily zoom in for more detail wherever your mouse is pointing, then zoom out and point the mouse somewhere else and zoom in - panning around is frustrating and having to navigate your mouse to the zoom in/out buttons is frustrating. This would apply for web (and possibly mouse functions on the windows app) as the mobile touch screens already allow easy zoom / pan.

This is actually supposed to be the default when you click the 'Pan' option on the viewer (and the default in the Drawings module). Though it appears something's not working quite right there, we will look into this as I completely agree with you.
In the meantime, you can get the same effect by holding CTRL while using your mouse wheel.
