we can create RFI’s and Submittals via Teams but we can’t create Transmittals? If I want to send items such For Construction Set Drawings (No approval needed), there should be a way to track these very simple things that may not need approvals but for sure would be nice to have ability to track and confirm receipt.

It is sad that this was lodged over a year ago and no traction, I 100% agree. Why on earth would anyone thing Submittals is more important than Transmittals in a specific part of the system that manages drawings.
Would be great to see some traction with this.
