We rely very heavily on each Phase level notes. For budget adjustments, we enter 1 PCO and have many phases so we can easily see it net to $0. We enter the details of why we are adjusting that phase's budget into the PCO Line Item's Notes field (we renamed our tab so not sure what the original name is but it's the third tab between Info and Markups).
Also even more importantly, when we create a PCO item based on a Subcontract, we have to use this phase note field as that is what transfers to the newly created Subcontract Change Order (ie we have the Vista PM Company parameter "Copy PCO Detail Notes to Subcontract CO Header" UNchecked. We need each phase's notes to appear on SubCO's lines as they are all different.
