There should be the ability to photos in diffenert folders each with its own viewing access, ie select whether that folder and/or photo can be viewed by the Owner, Project Manager, or Subcontractor. Also, it should have the ability to select a photo that you want to share with the Owner and/or Subcontrator like a priority photo and then let the person who shared know they saw it along with any comments they made.
