Provide a to-do task list that allows PMs to jot down tasks and assign to other members of the team, without needing the full blown process of a submittal. For example "Identify concrete sawcutting subcontractor for Work Order #2", where this could be assigned to the project engineer but does not require submittal tracking efforts.

Hello,
I am a Project Engineer. My Project Manager and I renamed the "Issues" tab to "Tasks." (You do need admin rights for this). The feature still functions the same way. It helps us keep a close eye on our to-do list as well as add comments and documents as needed. This may be a way to implement your suggestion until Viewpoint produces a separate feature for this.
