Currently all files within a folder get their permissions from the folder permissions, which works most of the time, however when you have a few files that you don't want to have to place in separate folders, but only want some users to see them, we need to edit the file permissions differently.
Since it breaks the inheritance permissions you could also have a different icon to display letting Enterprise and Project Admins that those files are different.

really need the ability to have subfolders and certain files within a folder be private.
