Use case: Architect is holding a submittal that goes past due. As project editor I can see it is past due but have no way to notify just the architect. If I use comments the comment goes to the architect and the submitter. Long term auto notifications would be best, short term we need a way to communicate with someone in the workflow individually whether it be for past due or other issues.

Another thought, since we know who is in the workflow, give the user a list of recipients when commenting and allow the user to deselect a recipient if they choose. An even better option would be To: cc: bcc: deselect.
To: would be who ever the submittal is assigned to.
cc: would be others in the workflow
bcc: would be a user choice, possibly open up to all project contacts
deselect would be a user choice
