We want to lock down the ability to delete a project and add a recycle bin for all deleted work items. We don't want a Project Editor or anyone else quite frankly to accidentally or maliciously delete a project which includes deleting ALL of the related work items including documents. Without this functionality we have chosen to not use TEAM because losing documents and work items with no way of recovery is too high of a risk for us. Imagine the disaster if a live project that has hundreds of documents and work items tied to it disappearing immediately with no way to recover them. An on-premise solution would allow us to restore from backups. A cloud solution should either disallow this functionality or store deleted items in recycle bins that can only be emptied by an Enterprise Admin and/or empties automatically after 30 days giving time to recover from a deletion event.

Confirming we've shipped the feature as Jim described above - the Delete function has been elevated to the Admin roles and removed from Project Editor. We do have recycle bins on our roadmap as well.
While not providing the ability to disable or a full "recycle bin", we are planning upon limiting project deletion to the Project Administrator role and disallowing this by project editors. We hope to get this into the upcoming release. I'll follow up with confirmation one way or the other.
